ATTACK, GARISBUMI.com – A total of 1,161 tonnes of waste from Serang City, Serang Regency and Cilegon City is planned to be processed every day into electrical energy through the Waste to Electrical Energy or PSEL Processing facility at the Cilowong Waste Processing Site, Serang City.

Construction of the Cilowong PSEL is targeted to begin at the end of 2026. The waste processing facility is projected to begin operating in 2028 to 2029.

“The management capacity reaches 1,161 tons per day and is targeted to start operating in 2028 to 2029,” said Banten Governor Andra Soni after an audience on the development of the PSEL project with the Anagata Nusantara Power Investment Management Agency or Danantara in the Serang City Government Hall, Monday, September 7 2026.

Cilowong PSEL is designed to handle waste from the Serang Raya agglomeration area. It is hoped that its presence will change the pattern of waste handling which has so far relied on disposal into processing that produces energy.

Serang Raya is included in 11 PSEL priority locations

Andra said the project was part of the government's efforts to overcome the problem of urban waste while developing renewable energy.

“This is a concrete step taken by the President to overcome the national waste emergency, while strengthening the resilience of new and renewable energy,” Andra said.

The Serang Raya PSEL project is also said to be in line with Presidential Regulation Number 109 of 2025 concerning Urban Waste Management. The government targets that all national waste can be managed by 2029 through the Indonesia ASRI program.
