Human Resources Become a Determinant of Carbon Market Integrity
The workshop, which took place from 4 to 5 September 2026, discussed a number of important components in forestry carbon trading.
The material discussed includes international carbon integrity standards, national regulations, digital systems for measurement, reporting and verification or Measurement, Reporting and Verification (MRV), nested approaches, social and environmental protection, and benefit sharing mechanisms.
Participants were also introduced to the Core Carbon Principles (CCP) developed by the Integrity Council for the Voluntary Carbon Market (ICVCM). This framework is used to encourage the issuance of carbon credits that have a high level of integrity.
Main Advisor to the Minister of Forestry, Edo Mahendra, said that increasing human resource capacity must go hand in hand with the implementation of Presidential Regulation Number 110 of 2025 concerning the Implementation of Carbon Economic Value Instruments.
Strengthening competence is also needed to implement Minister of Forestry Regulation Number 6 of 2026 concerning Procedures for carbon trading through Greenhouse Gas Emission Offsets in the Forestry Sector.
“Regulation provides the foundation for governance, but market integrity is largely determined by the quality of the human resources running it,” Edo said.
“We need personnel who not only understand regulations, but are also able to manage carbon data, MRV, safeguards, project integrity and market mechanisms,” he continued.
