This step is considered important because the credibility of carbon trading does not only depend on regulations. The quality of human resources who manage data, measure emissions, verify projects and run trading mechanisms is also a determining factor.

Head of the Human Resources Extension and Development Agency (BP2SDM) of the Ministry of Forestry, Indra Exploitasia, said that the carbon market should not only be seen as a trading mechanism.

According to him, the carbon market must be an instrument to ensure that emissions reductions take place in a real, measurable and verifiable manner. Its implementation must also provide benefits to the community, preserve forests, and support the achievement of Indonesia's climate targets.

This transformation requires a change in the way we view human resources, from just labor to becoming the main asset in building a carbon market ecosystem with integrity.

“Therefore, carbon market development needs to be followed by the development of a carbon competency framework, upskilling and reskilling programs, as well as the development of relevant professional certifications,” said Indra at a workshop on strengthening the capacity of Nature-based Solutions carbon markets in Surabaya, Friday, September 4 2026.

Indra explained that green jobs in the forestry sector do not only mean creating new types of jobs. Existing jobs also need to be transformed with new competencies to be able to keep up with the needs of the green economy and developments in the carbon market.
