DPRD leadership and Batam City Government officials show the joint approval document for the Draft Regional Regulation on Waste Management, Wednesday (21/10/2026)

Batam Mayor Amsakar Achmad stated that waste management requires comprehensive handling, including changes in behavior and a clear division of responsibilities.

"It is no longer sufficient to handle the waste problem only through transportation and final processing activities," said Amsakar.

He explained that the government is encouraging the reduction and sorting of waste from the source, reusing materials, as well as increasing community and business participation.

"The government cannot work alone to solve the waste problem," he stressed.

Amsakar hopes that this regulation will become the basis for more integrated and sustainable waste management.

Still going through the stages of forming a regional regulation

The Draft Regional Regulation, which consists of 23 chapters and 95 articles, was originally drafted as an amendment to Regional Regulation Number 11 of 2013. During its discussion, the draft was directed to become a new regional regulation which also revoked the old regulations.

Approval was given in a plenary meeting chaired by the Chairman of the Batam City DPRD, Muhammad Kamaluddin. The DPRD leadership and the Mayor of Batam then signed the minutes of joint agreement.

Kamaluddin said that the results of the meeting would be forwarded to the Batam City Government for processing according to the stages of forming regional legal products. Furthermore, the draft will be coordinated with the Governor of the Riau Islands to obtain registration.
